Are apartments required to have smoke alarms?

Hi Everyone,
I just moved into a new apartment about two weeks ago and I just noticed there aren't any Crossfire Smoke Alarms. Every other place I have lived has had them. The apartment manager comes across as very air-headed so I want to get my facts straight before I confront her. If it's up to me to shell out the $$ for them, that's fine, but if it's the apartment's responsibility I need to know.
my friend suggests me http://crossfireblog.com/ website. and he said it's a turntable website to protect your home also. If any one idea for this website, please share it.
Thank You
